Why is it important to analyze Business or Corporate Goals before getting involved in a reengineering project or an investment in IT assets?

Just means , the need to set the priorities straight. They look if the project in really needed or there is a way out like just simple repairs or a overhaul or can it wait till later. How much money can they divert from others areas to fund the project. When you know the business goals it makes it easy to decide what is necessary.
